SBA Rule Addresses Women-Owned Small Business Program


The Small Business Administration has issued an interim final rule that amends its regulations governing the women-owned small business contracting program. The rule amends SBA 124.503, SBA 125.2, SBA 125.19, SBA 126.607, and SBA 127.503 by replacing specific threshold values with the phrase "Simplified Acquisition Threshold" or "Micro-purchase Threshold" because those threshold values are already codified in the Federal Acquisition Regulation and are subject to change for inflation. The rule also adds SBA 127.503 (f) to inform users about the FAR Council's authority to make inflationary adjustments for the WOSB program's competitive thresholds; amends SBA 127.301 to clarify when a contracting officer may accept a business concern's self-certification in the Online Representations and Certifications Application; and amends the protest procedures at SBA 127.604 to be consistent with the SBA's other contracting programs.
