The Department of Defense has issued two final rules that amend the Defense Federal Acquisition Regulation Supplement to extend two DoD programs. Specifically, the DFARS Case 2012-D024 rule amends DFARS 219.7104 and Section I-103 in DFARS Appendix I, Policy and Procedures for the DoD Pilot Mentor-Protégé Program, to extend the date for submittal of applications under the Department of Defense Mentor-Protégé Pilot Program for new mentor-protégé agreements and the date mentors may incur costs and receive credit towards fulfilling their small business subcontracting goals through an approved mentor-protégé agreement. The rule implements Section 867 of the National Defense Appropriations Act for Fiscal Year 2012 (PL 112-81), which changed the acceptance date for new MPP agreements from September 30, 2011, to September 30, 2015, and the eligibility date mentors may incur costs for the purposes of receiving cost reimbursement or credit toward attainment of subcontracting goals, from September 30, 2014, to September 30, 2018. The DFARS Case 2012-D026 final rule amends DFARS 219.702 and PGI 219.702 to implement Section 866 of the NDAA for FY 2112, which provides for a three-year extension of the DoD test program for negotiation of comprehensive small business subcontracting plans until December 31, 2014.
