Final Rule Revises GSAR Part 504, Administrative Matters

 

The General Services Administration has finalized a proposed rule ( ¶70,033.54) revising GSA’s acquisition regulation. The rule is part of the GSA Acquisition Manual rewrite project to review and update the GSAR to include new statutes, legislation, and policies and to delete outdated information and obsolete forms. This rule revises GSAR Part 504, Administrative Matters. The changes include updates to statutory and regulatory references and titles, deletions of outdated office symbols, and elimination of confusing or redundant supplementary material. The rule also adds a prescription ( GSAR 504.1303) for a new clause, Personal Identity Verification Requirements ( GSAR 552.204-9), for use when contractor employees require routine physical access to federally controlled facilities or information systems to perform contract requirements. Flowdown of the clause is required when the subcontractor is required to have access to a GSA-controlled facility or information system.
