EAR Rule Amends Existing Validated End-User Authorizations


A Bureau of Industry and Security final rule amends the Export Administration Regulations to remove National Semiconductor Corp. from the list of validated end-users and eligible destinations in the People's Republic of China at Supplement No. 7 to EAR Part 748. The rule also removes Semiconductor Manufacturing International (Chengdu) Corp., Assembly and Testing Facility, from the list of eligible destinations in the PRC for Semiconductor Manufacturing International Corp. Under the EAR, companies listed as VEUs may obtain eligible items that are on the Commerce Control List, set forth in Supplement No. 1 to EAR Part 774, without having to wait for their suppliers to obtain export licenses from BIS.
