SEC Enforcement Manual (Red Book) added to CCH Federal Securities Law Reporter

The Office of Chief Counsel of the Securities and Exchange Commission's Division of Enforcement published its Enforcement Manual, informally known as the "Red Book," which will serve as a resource to help standardize the SEC's investigative process by compiling many SEC enforcement procedures in one document available to the public.

State Tax Citator added to CCH State Tax Reporters on the Internet

A Citator is a tool for tracking the history of a court case and its treatment by other courts. The State Tax Citator works like the CCH Federal Tax Citator. After entering a citation or the name of a court case, the Citator will show cases, rulings, judicial history of each case and the record of citations listing later decisions in which the case has been discussed. The Citator is included with the full subscription to any CCH State Tax Reporter at no charge. For more information, contact your Account Representative.

Quick Guides to UK Regulation

Subscribers to the Financial Services Authority (FSA) Handbook, either as a standalone subscription or as a part of the Global Capital Markets Internet Library on the International Business tab, now have access to four overview guides under the heading Quick Guides to UK Regulation:

Nano Regulator: A very high-level overview of regulation by the FSA that would be particularly helpful to those new to handling matters in the UK who need to get a general understanding of the agency and principles-based regulation
Pocket Regulator: Summaries each chapter within the FSA Handbook’s six major modules, and gives a high-level understanding of the rules within each section.

Nano Launderer: Provides an overview of UK Anti-Money Laundering Regulations
Pocket JMLSG: Provides a high-level view of the Joint Money Laundering Steering Group Guidance Notes (2007)

NASD Manual to be Reissued as FINRA Manual

Following the December 15 effective date of the first true FINRA Rules, the NASD Manual will officially become the FINRA Manual. Subscribers online or to the CD version of the Manual will notice onscreen titling changes quite soon. Loose-leaf subscribers will receive a new binder, guide cards and pages in January.

FINRA is establishing a consolidated FINRA rulebook that will consist solely of FINRA Rules. The FINRA Manual that ships in January will include NASD Rules and Incorporated NYSE Rules, in addition to the new consolidated FINRA Rules. As the new FINRA Rules are approved and the rulebook consolidation process continues, the NASD Rules and Incorporated NYSE Rules that address the same subject matter of regulation will be eliminated.

While the NASD Rules generally apply to all FINRA members, the Incorporated NYSE Rules apply only to those members of FINRA that are also members of NYSE. FINRA Rules apply to all members, unless such rules have a more limited application by their terms. All FINRA members are subject to the FINRA By-Laws and Schedules to the By-Laws.

Quick Tip of the Month

Quickly find all stock splits for a particular company (within the Capital Changes product)

If you need to find a particular occurrence, like stock splits, mergers, etc., for a particular company, conduct a search for the company (either by keyword or by browsing). Once you open the document containing the company's history, delete all keywords from the keyword box and type in "split" (or whatever other occurrence you wish to find) into the key box and click search. The company history will now have all the stock split occurrences highlighted in yellow and you can use the red arrows to quickly navigate throughout the history to find all occurrences of the stock split.
