Market Crisis Resources section added to

Securities Update and Banking Update newsletters

There is a new section in both the Securities Update and Banking Update newsletters to provide links to vital information on the current market crisis. Titled “Market Crisis Resources,” this section will offer a compendium of newsletter articles, white papers, primary source documents (e.g., regulations, releases, guidance), and other information to help track and understand the recent market upheavals and ensuing regulatory response.

NASD Manual to transform to FINRA Manual

As new FINRA Rules approved by the SEC become effective, they will replace the existing NASD Rules and Incorporated NYSE Rules that address the same subject matter of regulation. Subscribers to the NASD Manual will continue to receive monthly updates as the new FINRA Rules go into effect—and will receive a replacement binder early in 2009 with the new FINRA Manual name and continued monthly updates to reflect current rules.

Content and product name change for NASD Guide to Rule Interpretations

Subscribers to the NASD Guide to Rule Interpretations online will now find the publication within the “Rule Archives” link found under the “Exchanges and SROs” tab - Financial Industry Regulatory Authority, Inc. (FINRA) blue bar. FINRA has indicated that they no longer publish this information, and while some of the guidance is still current, it is not a publication they intend to update. We provide this publication for attorneys and compliance professionals who would like to view this archive material when addressing issues from prior years. FINRA welcomes inquiries regarding the current applicability of specific sections of the archive material for current transaction activity.

A new/current publication has been added for all subscribers—Interpretations of SEC Financial and Operational Rules which is a publication FINRA is updating, and may be used for current and future transaction guidance. This has been added to the CCH Internet Research NetWork under the FINRA blue bar.

Both the archive and current content will be available under current subscriptions, at no additional charge. Renewal invoices will reflect the new product name as INTERPRETATIONS OF SEC FIN/OPS RULES FINRA.

State Tax Citator added to CCH State Tax Reporters on the Internet—coming December 2008

A Citator is a tool for tracking the history of a court case and its treatment by other courts. The State Tax Citator will work like the CCH Federal Tax Citator. After entering a citation or the name of a court case, the Citator will show cases, rulings, judicial history of each case and the record of citations listing later decisions in which the case has been discussed. The Citator will be included with the full subscription to any CCH State Tax Reporter at no charge. For more information, contact your Account Representative.

White Paper on Federal Reserve lending facilities and related SEC disclosure

CCH Securities Analyst Mark Nelson, J.D., has written a white paper entitled, “The Other Bailout: How the Fed is Financing the Financiers, and Related SEC Disclosure.”

The paper gives an overview of the Fed’s traditional tools for implementing monetary policy as well as the various emergency powers that may be invoked to respond to economic crises. The analysis examines each of the lending facilities established by the Fed to enhance liquidity in the capital markets. The paper concludes with a discussion of financial reporting obligations under the securities laws relevant to financial institutions’ use of the Fed lending facilities.

Selecting ‘Boolean Connectors’ as your Search Method (in Search Tools or the Preferences/Set Search Options) will look for your search expression as a single phrase, unless you use operator terms and parentheses to specify more precise logic for your search expression. Those operators, in process order:

Dog OR cat—search will look for either one or both of the words in documents
Dog W/5 cat—search will look for dog within 5 words of cat
Dog P/5 cat—search will look for dog preceding the words cat by no more than 5 terms
Dog AND cat—search will look for documents containing both dog and cat
