Exporting a Document

Depending on your File Download browser set-up, you might experience difficulty while exporting a document. Here are a few suggestions

  • Scenario A
Problem: When you click on the Export icon, a File Download window appears allowing you either to Open, Save, Cancel, or get More Info.
Solution: Select Save rather than Open, to avoid the document to open in your current browser window.
  • Scenario B
Problem: When you click on the Export icon, your document automatically opens up as a RTF file in your current browser window:
Solution: Prior to clicking on the Export icon, hit the Ctrl and N keys (or go to File, New, Window in your browser toolbar) to open up a new browser window with the same document you were just viewing. In the new window, click on the Export icon and allow the document to open as a RTF file which you can then save using your browser toolbar (File, Save As) options. Upon saving, close the new window and continue your research in the original browser window.

Federal Tax

How to find Preambles in the NPRMs for FED

Preambles for final Treasury Regs are contained in the NPRM for tax. Pension calls them preambles. You can get to them by following these steps.

  1. Locate the final regulation.
  2. Scroll to the bottom, locate the Treasury Decision or T.D., and note the date.
  3. Go to the Federal Tax Archives and target the year of the T.D. and the previous year. Note that we retain NPRMs in FED until the TD is issued. Once the IRS issues a TD, we remove the proposed Reg and the NPRM (USTC Binder) from the print. We then upload the FED to the CD and internet sans NPRM.
  4. Do a word search using the truncated Reg; for example 1.1032!. In most cases, the NPRM language will provide the complete cite, but it is not always the case and the truncation accounts for this.

Want to check the history of a Tax Case?

It also provides citations to cases and ruling that may have been superceded by or may supercede your case or ruling.
